I would say: "The people and government of Gibraltar want to remain British and the UK Government has said it will not let the people of Gibraltar pass under the soverignty of another state (Spain) against their wishes." The difference is that 'under British rule' can suggest, to many people who don't under stand the subtleties, 'rulded by/from London'. Gibraltar is proud of it's self government. Gibraltar is also proud of being Britsh, by changing Britain to UK Government it helps people who don't understand the difference between the terms to realise that being british is something more than just the United Kingdom and/or Great Britain. Additionally, where you say:

The usage of the term dependency is not only legally wrong and a bit offensive due to being factually misleading (Gibraltar is self suffienent), such usage is also beneficial to our Spanish detractors who like to paint a picture of somewhere that is not viable in the modern world (when nothing could be further from the truth).
